I Y=
10 CITY OF
FALCON HEIGHTS
2077 W. LARPENTEUR AVENUE FALCON HEIGHTS, MN 55113 -5594 PHONE (612) 644 -5050 FAX (612) 644 -8675
6 May 1993
MEMO
TO: Mayor and Councilmembers
FROM: Susan Hoyt, City Administrate
RE: Additional studies to address uses with potential secondary
impacts as a separate study from the revisions in the
commercial zoning code
Background
In 1991 the city adopted a new comprehensive plan after an
extensive planning process that involved eighty -five community
members. The plan's goal is to maintain and enhance the physical
and social community in the fully developed, inner ring suburb of
Falcon Heights. The city's age and location, as well as the close
proximity of its commercial uses to its neighborhoods, requires
that particular attention be paid to the uses in its commercial
districts and their impact on the overall business district and
adjoining neighborhoods.
With this in mind, in October, 1992 the city contracted with Fred
Hoisington, planning consultant, to work with the planning
commission to revise the city's commercial zoning codes to better
meet the future. This process is currently underway.
In March, 1993 the city council adopted a development moratorium
on the city's commercial zones for one year or less to guarantee
that the intent of the study would not be jeopardized by
approving uses that may be inconsistent with the study's outcome.
Complexities surrounding retail commercial uses
The commercial zoning study may be completed during the next
three months. Once the commercial zoning study is done and the
required ordinance changes adopted, the development moratorium
may be lifted.
HOME OF THE MINNESOTA STATE FAIR AND THE U OF M INSTITUTE OF AGRICULTURE
I
r•
i cm use
4 PRINTED ON RECYCLED PAPER
ILS
