The objective of the <br /> study will be to identify problem uses that could be troublesome for the City, and <br /> determine which uses will likely have secondary impacts. We propose to provide <br /> the rationale for regulation or exclusion and will recommend the adoption of <br /> regulations to minimize secondary impacts. <br /> The Work Program will include the following: <br /> 1. A literature search to identify and collect previously completed secondary use <br /> studies and identify uses that may require regulation or exclusion. <br /> 2. The review of other ordinances and secondary impact studies to determine <br /> whether circumstances in those cities are consistent with those found in the <br /> City of Falcon Heights. <br /> 3. In conjunction with the City Attorney, identification of uses that may require <br /> special treatment due to constitutional limitations. <br /> 4. Preparation of a cover memo recommending adoption of the secondary use <br /> studies, describing the Falcon Heights setting and how it is unique, <br /> identifying which uses will have secondary impacts and which are <br /> inappropriate for Falcon Heights, providing rationale for why they are not <br /> appropriate in the City of Falcon Heights and recommending the adoption of <br /> regulations and /or exdusions to minimize secondary impacts. <br /> 5.
