Whenever I think of <br /> where the study should go, what could provide some impetus to <br /> continue, I come back to the fact that the two councils indeed <br /> each council individually have never defined the criteria that <br /> will let us know if we have improved or are likely to improve <br /> anything. This is a component that, for the sake of economy, was <br /> cut from our consultants' original proposals, and I think we're <br /> paying the price for it now. Without some clear definition of what <br /> the earmarks of "better government" are, the study has developed to <br /> a fiscal exercise which, obviously, doesn't provide enough of a <br /> carrot for either city to chase. The lack of defining <br /> characteristics for results of the study also creates uneasiness <br /> among residents and, from what I've seen and heard, council <br /> members. <br /> I'd like to see us (just the Falcon Heights Council) spend a couple <br /> hours in a workshop devising what "better government" looks like in <br /> Falcon Heights. This would not be just an academic exercise. It <br /> will provide some framework for our discussions with Roseville and <br /> will give us targets for future directions whether or not we are <br /> working with Roseville. <br /> I don't see this as an elaborate exercise it's a session I could <br /> facilitate. I have a great respect for professional facilitators <br /> and admire their work but I've done enough of these to believe <br /> that we can do this initial work without spending money.
