Your letter raised two issues relative to the City's proposed <br /> 1993 Street Improvement project. These two issues dealt with lead service connections and the <br /> replacement of watermain. We will respond to these individually. <br /> A. Service Connections <br /> The low bidder for this particular project was F. M. Frattalone Excavating. Low bid <br /> prices for the excavation associated with the six lead services on Fulham Street were $200 <br /> for the excavation of each service connection and $10 per linear foot for the service pipe. <br /> We anticipate that the City Council will award this contract on May 26 and the contractor <br /> is expected to begin work sometime around the middle of June. At this point, we have <br /> no more definite schedule than that. Once the bid is awarded, we will invite your <br /> representative to the preconstruction meeting, at which time we can talk more specifically <br /> about the scheduling of the replacement of the lead services. <br /> B. Watermains <br /> As you are aware, we have spent quite a bit of time researching St. Paul Water Utility's <br /> recommendations relative to watermain replacements. This research included reviewing <br /> how other suburban communities dealwith this issue. In fact, we bid this work as part <br /> of the 1993 Street Improvement project in order to determine what the cost would be. <br /> The low bid from F. M. Frattalone Excavating was in excess of $100,000 for <br /> replacement of three blocks of watermain. It is our opinion that the cost benefits of <br /> spending this amount of money to replace watermain which, according to the information <br /> provided to us, has had two breaks over the last ten years on each segment, is not <br /> reasonable. Therefore, we have recommended to the City of Falcon Heights that the <br /> watermain in question not be replaced as part of this improvement project. <br /> 1959 SLOAN PLACE, SUITE 200, ST.
