Attached is copy of the information which was <br /> presented at that meeting and a copy of the meeting minutes. Although there were some <br /> questions as to why the alleys needed to be reconstructed, the general consensus of those in <br /> attendance was that the reconstruction of the alleys in the Northome area should move forward. <br /> The issue of whether or not the City Council would consider changing the current assessment <br /> policy and contribute to the cost of the improvement was discussed. <br /> If the City Council desires to move forward with the reconstruction of the alleys in this area, it <br /> would seem the most important issue to address is whether or not the City will be modifying their <br /> assessment policy and contributing to the cost of the project. If, in fact, the City decides to <br /> participate in the cost of the construction, the next question is whether or not funds are available <br /> to proceed with the 1994 Improvement Project. <br /> If the City Council desires moving forward in 1994, we would recommend authorizing the <br /> preparation of a Feasibility Study immediately. This would allow for the following proposed <br /> project schedule: <br /> Prepare Feasibility Study July /August 1993 <br /> Public Improvement Hearing September 1993 <br /> Project Design October- December 1993 <br /> Informational Hearing (Discuss design issues with residents) January 1994 <br /> Project Bidding March /April 1994 <br /> Assessment Hearing May 1994 <br /> Begin Construction June 1994 <br /> Construction Complete August 1994 <br /> 1959 SLOAN PLACE, SUITE 200, ST.
