possible educational topic could be reduction of household hazardous <br /> waste by substitution of less toxic products for commonly used <br /> chemicals (i.e. drain cleaner). This event would require City <br /> Council approval. It could be advertised in the city newsletter, on <br /> the cable TV scroll, and by posters at Curtis Field and the <br /> Community Center. <br /> RAMSEY COUNTY HOUSEHOLD HAZARDOUS WASTE COLLECTIONS: The County <br /> contracts with Dynex Industries to collect household hazardous waste <br /> (HHW) at satellite collection sites as well as at Dynex's facility. <br /> Laura Kuettel reported that a visit to the Maplewood satellite <br /> collection site raised concerns about how the collection is being <br /> handled. The site was not monitored and there were no instructions <br /> for disposal of HHW. The collection containers were unmarked and it <br /> appeared that different kinds of HHW could easily be commingled, <br /> creating significant risk of combustion or other harmful reactions. <br /> In addition, the 54.9 pound average per participant reported by the <br /> County seems too high to be generated by households and raises a <br /> question whether the sites are being used for disposal of <br /> non household waste. This is a costly program, and the Commission <br /> will consider making an inquiry to be sure that it is being <br /> conducted and monitored properly. <br /> STORM DRAIN STENCILING: The MPCA is inviting cities to stencil <br /> warnings on storm drains to deter dumping of hazardous waste in the <br /> drains, which lead to the water supply. MPCA provides information <br /> and stencils; the city would have to provide paint, safety equipment <br /> and personnel. Members discussed the safety and liability concerns <br /> raised by placing volunteers in the street and determined that the <br /> risk was probably too high. Terry Iverson will find out the number <br /> of storm drains in Falcon Heights and will also attempt to determine <br /> where complaints of dumping have arisen. When more information is <br /> available, it may be feasible to stencil a few drains. In general, <br /> however, members concluded that the dumping problem does not appear <br /> to be significant, stenciling is not likely to deter someone who is <br /> intent on dumping waste, and the project would be difficult to <br /> coordinate and dangerous to implement. <br /> MEGAMALL TOUR: The tour is scheduled for July 8, 1993, to take <br /> the place of the July Commission meeting. An abbreviated agenda for <br /> the July meeting will be distributed, and the Commission will take a <br /> few minutes to discuss Waste Reduction Week and any other items <br /> which cannot wait until the August meeting. <br /> COMMISSION GOALS (CONTINUED): As a result of items discussed <br /> above, members determined that two additional goals can be included <br /> in the annual report to the City Council: <br /> (1) Coordinate Waste Reduction Week open house; and <br /> (2) Monitor the activities of Ramsey County and other regional <br /> entities to determine their efficiency and effectiveness on <br /> the local level. <br /> Marty McCleery is to bring the "master list" of goals to the August <br /> meeting for finalization of the annual report to the City Council. <br /> -2- <br />
