5 -5.02 DEVELOPMENT RESTRICTIONS AND APPLICABILITY <br /> A. Restrictions. No request for re- zoning, conditional <br /> use permit, variance, subdivision, building <br /> permit, business license, certificate of occupancy, <br /> or any other land use approval, affecting property <br /> located within the B -1, B -1A, B -2, and E -B zoning <br /> districts shall be accepted for processing or <br /> considered by the city council except: <br /> 1. building permits may be issued for <br /> interior remodeling of existing uses <br /> or any use permitted by paragraph 2 and 3 <br /> of this subdivision; <br /> 2. sign permits may be issued for sign <br /> changes for existing uses or for uses <br /> which are specifically listed as <br /> permitted uses in the applicable zoning <br /> district; <br /> 3. certificates of occupancy and business <br /> licenses may be granted to any new use <br /> that is specifically listed as a <br /> permitted use in the applicable zoning <br /> district. For purposes of illustration only <br /> and without intending to be an exhaustive <br /> list, the following uses are not specifically <br /> listed as permitted uses in any commercial <br /> zoning district and are subject to the <br /> moratorium: <br /> a. Adult use establishments as defined <br /> in attached definition with indicated <br /> changes. <br /> b. Personal service establishments <br /> including steam baths, saunas, massage <br /> including therapeutic massage, turkish <br /> baths or similar services <br /> c. Pawn shops <br /> d. Stores selling used or secondhand <br /> goods <br /> e. Precious metal dealers <br /> f. Stores selling any firearms or <br /> ammunition <br />
