Totally <br /> reorganized the State Fire Marshal Division of the Department of Public Safety based on a philosophy of <br /> participatory management, statutorily mandated programs of work and compassionate treatment of employees. <br /> Became the second State Fire Marshal to serve in two different states. <br /> Extensive, productive service as Director, Division of State Fire Marhsal's Office, under the Insurance <br /> Commissioner of the State of Washington. Following reorganization, completed service as Chief Deputy and <br /> State Fire Marshal in the Department of Community Development. <br /> Served as Director of Research and Project Development for the Institute for Puget Sound Needs and as <br /> Research Director for the Seattle Chamber of Commerce. Organized and managed a company that performed <br /> a comprehensive study entitled, "An Analysis of Arson in a Socio-Economic Framework" for the Seattle <br /> mayor's task force on arson. As one of the first studies to use a city's population as a base, project became <br /> a benchmark, and was used as a major consideration in appointment by the Insurance Commissioner to State <br /> Fire Marshal's position.
