PURPOSE
The revenue policies are designed to ensure 1) diversified and stable
revenue sources, 2) adequate long -term funding by using specific revenue
sources to fund related programs and services, and 3) funding levels to
accommodate all city services and programs equitably.
B. POLICY
The city will maintain a diversified and stable revenue system in order to
avoid short term fluctuations in a single revenue source.
the city will establish fees and charges based upon the actual cost of
providing services.
The city will annually evaluate the relationship of its fee structure to
actual expenditures for fee services and re- adjust it for increased costs
and inflation.
The city will set recreation fees to cover the direct costs of established
programs.
The city will set a sanitary sewer fee and rescue service fee to cover all
the costs including straight -line depreciation as well as administrative
and general government costs.
The city will offset reduced revenues with reduced expenditures.
C. IMPLEMENTATION
The following charts illustrate the historic relationship between the
city's budget to actual revenues and actual revenues to expenditures.
Source: City of Falcon Heights Annual Financial Report
