Meeting Date: 10/27/93 <br /> Agenda Item: c 4 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Schedule a second December 8th Council Meeting at 7:30 p.m. <br /> SUBMITTED BY: Tom Kelly, Finance Director <br /> EXPLANATION /SUMMARY: The 1993 legislature amended the taxation hearing process to require <br /> cities to adopt the final levy and budget at a hearing separately (both time and date) from <br /> the general public levy discussions. Since there are only 18 possible hearing dates for all <br /> jurisdictions to hold hearings, local governments get the dates left after counties and school <br /> districts have set their hearings, thus there were concerns if separate dates and times were <br /> possible. <br /> The League of Minnesota Cities informed us on August 20, 1993 that the legislature has agreed <br /> to have a city approve its levy and budget at a council meeting which may coincide with public <br /> hearings. However, it failed to state that the public hearing and council meeting must be <br /> separate meetings. <br /> Since the taxation hearing is set for a council meeting at 7:10 p.m. on December 8th, <br /> staff recommends scheduling a second council meeting on December 8 at 7:30 p.m. for final <br /> action on the 1994 budget and levy. <br /> ACT /ON REQUESTED: Approve second council meeting on Dec. 8 at 7:30 p.m. <br />
