Meeting Date: 10/27/93 <br /> Agenda Item: P 4 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Request for two councilmembers to work with <br /> the administrator to plan community <br /> participation and to review information for <br /> the request for proposal for police services <br /> SUBMITTED BY: Susan Hoyt, City Administrator <br /> EXPLANATION /SUMMARY: <br /> As the city proceeds with developing its request for proposals <br /> for police services for January, 1995, the first step is to plan <br /> broad based community involvement. Perhaps more than any other <br /> public service, public safety services affect everyone including <br /> elderly and single residents living in single family dwellings, <br /> families with children, business owners and their employees and <br /> multi family housing dwellers. Given this, it is important to <br /> give all residents and business people an equal opportunity to <br /> provide their thoughts on the city's policing needs. This <br /> information will be used to develop a request for proposals that <br /> reflects Falcon Heights' police needs. <br /> To provide opportunities for everyone to comment on his /her <br /> public safety concerns, staff suggests two approaches. First, a <br /> short survey on public safety may be mailed to community <br /> residents and businesses or to a random sampling of community <br /> residents and businesses. Second, community meetings, perhaps <br /> focused on individual neighborhoods and business groupings, may <br /> be arranged. <br /> Since police service has very important service delivery and <br /> financial implications for the city, the administrator would like <br /> two councilmembers to work closely with her to plan community <br /> outreach and prepare the RFP. The results of this work will be <br /> presented to the council for its approval at each stage of the <br /> process. <br /> ACTION REQUESTED: <br /> Ask two councilmembers to work with the administrator to develop <br /> the process for broad based community involvement and to gather <br /> information to prepare the RFP. <br /> (Y42(// <br />
