L <br /> MINUTES <br /> SPECIAL CITY COUNCIL MEETING <br /> 15, 1993 <br /> Baldwin convened the meeting at 7:00 p.m. <br /> PRESENT <br /> Baldwin, Ciernia, Gehrz, and Gibson Talbot. Also present were <br /> Chenoweth and Hoyt. <br /> ABSENT <br /> Jacobs. <br /> MINUTES OF 9/8/93 APPROVED <br /> Council approved the Minutes of September 8, 1993 by unanimous <br /> consent. <br /> ADDENDUM TO CONSENT AGENDA <br /> Council approved the addition of Item C -5, Authorization to <br /> purchase entrance signs for Community Park at a cost of $2,400. <br /> CONSENT AGENDA APPROVED <br /> Council approved the following Consent Agenda by unanimous <br /> consent: <br /> 1. Approval of city administrator's annual salary <br /> adjustment <br /> 2. Cancellation of the September 22, 1993 regular council <br /> meeting <br /> 3. Authorizing payment No. 2 to Frattalone Construction <br /> for the 1993 Improvement Project ($220,615.41) <br /> 4. Approving additional fee for city building official for <br /> Falcon Heights Elementary School construction project <br /> 5. Authorization to purchase two entrance signs for <br /> Community Park from C. F. Anderson at a cost of $2,400 <br /> CITY TO ISSUE REQUESTS FOR PROPOSALS FOR POLICE SERVICE FOR 1995 <br /> Baldwin explained that the present police contract with Roseville <br /> stipulates certain conditions upon which the contract could be <br /> terminated including the opportunity to terminate after 5 years <br /> of service. He noted that past city policy has been to <br /> periodically request proposals for all contract services to <br /> ensure the best possible service for the money and since the <br /> police contract is in its fourth year it would be in keeping with <br /> city policy to discuss the matter at this time. <br /> Hoyt reviewed the policing service commenting on the <br />
