8 -4.06 Care and Maintenance of Boulevards and Adiacent <br /> Property. <br /> Owners of property abutting the right -of -way of a <br /> public street shall properly maintain the grass on the <br /> property and on the public right -of -way to the curb <br /> line or travelled portion of the street.
