Meeting Date: 11/24/93 <br /> Agenda Item: P 4 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Update on status of the Roseville School <br /> District 623 and City of Falcon Heights <br /> proposed agreement to assess the school <br /> district for parking lot and site <br /> improvements at Falcon Heights Elementary <br /> School <br /> SUBMITTED BY: Susan Hoyt, City Administrator <br /> REVIEWED BY: Peter Bachman, City Attorney (consulted) <br /> John Thein, Finance Director (consulted) <br /> EXPLANATION /SUMMARY: <br /> John Thein of Roseville School District 623 and the city <br /> administrator met to discuss the arrangement and process for the <br /> city assessing the school district for the parking lot and site <br /> improvements. <br /> General procedures and terms as of this date. <br /> 1. The school district petitions the city to assess it for the <br /> improvements to the school. This petition will include the <br /> plans and specifications for the improvements, which the <br /> school district will prepare. <br /> 2. The city council passes a resolution to assess the project. <br /> 3. The city and school district agree that the school district <br /> will: <br /> Pay the assessment for over a five year period at an <br /> interest rate that is the same as the city's current <br /> rate of return or 6.1 The rate shall be re- evaluated <br /> bi- annually at the time the assessment is due. It <br /> shall never fall below 6.1 but will increase if the <br /> city's rate of return rises. <br /> The school district will cover all costs for attorney, <br /> engineering and other consulting fees that may be <br /> associated with this project. <br /> 4. The school district shall contract for the work and be <br /> responsible for the project. <br /> ATTACHMENTS: <br /> A Process from letter from city attorney dated 11/12/93. <br /> ACTION REQUESTED: <br /> None <br />
