Meeting Date: 11/22/93 Agenda Item: P 6 CITY OF FALCON HEIGHTS REQUEST FOR COUNCIL CONSIDERATION ITEM DESCRIPTION: Outline for the community meetings on the future needs of policing SUBMITTED BY: Susan Hoyt, City Administrator EXPLANATION /SUMMARY: Next week the city begins holding a series of community meetings on policing. The council suggested that these meetings follow a format similar to that of the city's comprehensive planning process. Here is a proposed format. Purpose: To solicit ideas from community members about what they desire in their future police service. Introduction: A very brief description of how Falcon Heights's crime compares with other suburban cities that have a residential character. And what are typically reported incidents in Falcon Heights. Brief review of what "basic police services" typically include which are: response to calls and crimes, animal control, traffic control and ticketing. There will be no effort to identify other services because this is what community members should identify on their own. (The focus will be on services not cost since cost is unknown at this time.) Ask everyone the following open -ended question: What services, activities and characteristics would you like to see in your community's police service? Provide examples of what you mean, if you feel this is useful. Small groups: 1. Answer questions individually. (turn into staff) 2. Compile and combine questions into a group report. (turn into staff) (Councilmembers and staff in attendance will be observers and listeners.) Report to large group: 1. Report back to large group with summary of small group. 2. These group reports will be taped for each of the five meetings, then played on cable after all five meetings are held. ACTION REQUESTED: Discuss and revise as desired.
