7. The city holds the right to withdraw the order for the improvements within <br /> thirty days of adopting the resolution if any taxpayer or property owner objects <br /> to the special assessment within thirty days after the adoption of the resolution <br /> ordering the improvements. <br /> 8. The city administrator shall work with the school district to develop a payment <br /> plan for the construction work as it is completed by the contractor hired by the <br /> school district. <br /> If the city and the school district both enter into this agreement, the staff <br /> recommends that the city council adopt a resolution ordering the improvements at the <br /> February 23, 1994 council meeting. <br /> The building official approved the plans for these improvements.
