Hobby groups or clubs that meet all of the following criteria: <br /> 1) Falcon Heights based. <br /> (A minimum of 25% of Falcon Heights residents are on- <br /> going members or participants.) <br /> 2) Non profit <br /> 3) Open membership <br /> 4) Founded on a hobby <br /> 5) Actively reaches out to include people of different ages, <br /> especially youth, to encourage inter generational <br /> exchanges of information <br /> 6) Includes a community service outreach component beyond <br /> club participants <br /> d. The organization or group cannot be a private, business, political, <br /> or religious organization <br /> e. Any organization denied free use under this policy as defined in <br /> this section may appeal to the city council. <br /> 3.
