City resident, John Treadwell, addressed whether or not it <br /> is appropriate to charge a fee for a political party caucus which <br /> is the present practice. Baldwin felt it was inappropriate to <br /> charge for this type of use which is ordained by statute. Based <br /> on the discussion, staff was directed to elaborate and more <br /> specifically define Item 5 in Model "C and to add the following <br /> criteria: 1) outreach /community building component, and 2) cross <br /> generational relationship. A draft of the policy will be <br /> considered by council at the February 9, 1994 meeting. <br /> DISCUSSION OF POSSIBLE COMMUNITY AND NEIGHBOR -BASED PLAY GROUPS <br /> Hustad presented information on a possible program which would <br /> allow pre- school children and their parents to meet in groups for <br /> informal play and companionship. He suggested that Council and <br /> the Park and Rrecreation Commission consider the idea and provide <br /> some city support, such as use of city facilities, etc. <br /> City resident Nan Knutson was in attendance, and as a mother of <br /> small children, spoke in favor of the concept, as it could <br /> provide a means for adults and children to get out of the house <br /> and meet and connect with others. She requested that <br /> councilmembers read the articles provided in the agenda for <br /> information on programs implemented in other communities. <br /> Council recommended that the matter be introduced to the Parks <br /> and Recreation Commission for discussion. <br /> TWO WORKSHOPS SCHEDULED: 1) WITH LEGISLATORS, 2) WITH PLANNING <br /> COMMISSION <br /> Council scheduled the following tentative dates for workshops <br /> (depending upon availability of participants): <br /> 1. Workshop with Legislators, February 5, 9:00 a.m. <br /> 2.
