E Z's contract expires in March, 1994. Rather <br /> than do a new request for proposals, the City has the option of <br /> renewing the E 2 contract. There have been no major problems <br /> reported with E 2, and Shirley Chenoweth continues to find E Z good <br /> to work with on an administrative level. The Commission recommends <br /> that the City negotiate a new contract with E 2, taking the <br /> following issues into consideratio <br /> a. Li gnath_Alf_CaaraaCt. E Z would like a contract longer than <br /> one year. A multi -year contract would benefit the City by <br /> eliminating the need for annual RFPs and /or contract <br /> negotiations and by fixing the cost for a longer period. <br /> However, new proposals should be solicited every few years <br /> to maintain competitive rates. The Commission recommends <br /> that the City negotiate a two -year contract with E Z for <br /> 1994 and 1995 and plan to put out an RFP for the contract <br /> which will commence in March, 1995. <br /> b. Ilate_atructure. E Z has proposed two alternative rate <br /> structures for the new contract. One proposal maintains <br /> 1993's fixed $175 monthly "rebate" to the City and <br /> increases the 1993 rates for dwellings under 17 units by <br /> 21 while the other proposal eliminates the rebate and <br /> increases rates by 11 The two structures have the same <br /> bottom line result to the City (a 19% increase over 1993). <br /> Because the result is the same either way, it makes sense <br /> to eliminate the rebate and simplify the rate structure. <br /> C. ExAansion of Cal a cti Items. One of the Commission's <br /> objectives is to continue increasing the number of products <br /> collected at curbside. Desirable additions to the existing <br /> line-up r include egg cartons, cereal -type boxes and plastic <br /> bags cycling, and food for delivery to food shelves. <br /> The Commission recommends that the City require E Z to add <br /> at least one new recyclable (preferably cereal boxes or <br /> plastic bags) to the items it collects as a condition of <br /> the new contract. <br /> d. f'if h idav Colk=ti,,, <br /> third collection in those months p with s five s F ri da ay ys.
