1 <br /> MINUTES <br /> Solid Waste Commission Meeting 0, 9 <br /> March 10, 1994 �99d <br /> Chair Marty McCleery called the meeting to order at 7:09 p.m. <br /> COMMISSION MEMBERS PRESENT: Jeffrey Alexander, John Brynildson, <br /> Michael Haglund, Barbara Leary, Catherine Mackiewicz, Marty <br /> McCleery, Susan Smith, Shirley Chenoweth, staff representative <br /> (retired), and John Hustad, council liaison. <br /> COMMISSION MEMBERS ABSENT: Laura Kuettel. <br /> AMENDMENT OF MINUTES OF FEBRUARY 10, 1994: The minutes of the <br /> February meeting were dated February 8, 1994, but the meeting <br /> actually took place on February 10, 1994. Members present <br /> unanimously agreed that the date reflected in the minutes should be <br /> corrected. <br /> APPROVAL OF MINUTES OF FEBRUARY 10, 1994: Jeffrey Alexander moved <br /> and Catherine Mackiewicz seconded the approval of the minutes of the <br /> February 10, 1994, meeting, as amended. <br /> WELCOME OF NEW MEMBER: The Solid Waste Commission welcomed its <br /> new student member, Catherine Mackiewicz. Introductions were <br /> exchanged. <br /> CONSIDERATION OF NEW MEMBER APPLICATION: The Commission has <br /> received an application from Mary Pat McGinnis, a city resident with <br /> experience in public relations and communications. Members agreed <br /> that her skills would be a welcome addition to the Commission. John <br /> Brynildson moved and Susan Smith seconded that the Commission <br /> recommend to the City Council that the McGinnis application be <br /> approved. <br /> COLLECTION OF USED CHILD CAR SEATS: The Commission discussed its <br /> proposed participation with Project Childsafe in the collection of <br /> used child car seats. This project is compatible with the <br /> Commission's function in that it promotes the proper disposal of <br /> unsafe car seats, a solid waste and hazardous waste issue, as well <br /> as the reuse /recycling of usable car seats which would otherwise <br /> enter the waste stream before the end of their useful lives. (At <br /> the County level, the project is also sponsored by the solid waste <br /> department.) The collection can be conducted as part of the ice <br /> cream social this summer. The City could approach the <br /> Lauderdale /Falcon Heights Lions Club for volunteers to collect the <br /> car seats and for funding of a $3 cash "bounty" as an incentive for <br /> residents to turn in their car seats rather than disposing of them <br /> improperly or selling /giving away unsafe car seats. The Commission <br /> discussed the possibility of City liability for seats distributed <br /> through the project which prove to be unsafe but determined that the <br /> risk of liability is low. Project Childsafe provides training of <br /> the volunteers who do the initial screening when the seats are <br />
