Meeting Date: 3/23/94 <br /> Agenda Item: P 2 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Request to approve the Cleveland median landscaping plan and agreement with <br /> Ramsey County regarding takeover of the median by the city <br /> SUBMITTED BY: Linda Treeful, City Forester <br /> Susan Hoyt, City Administrator <br /> Ramsey County engineers <br /> EXPLANATION /SUMMARY: <br /> In September, 1992 Ramsey County revised its construction plans for Cleveland Avenue from a <br /> lane with a middle turn lane to eliminate the turn lane for a median planting between Roselawn and <br /> Larpenteur Avenues. The county made this last minute change with the understanding that the city <br /> will take over maintenance of the median after it is well established about two years after the <br /> planting. In order to select a plant species that is attractive and will tolerate the traffic and salt, <br /> the city forester, county landscape architect, and Minnesota Department of Transportation <br /> representative researched and selected a landscape plan for the median. <br /> At this time the county is proposing to landscape the median with its own crews in order to <br /> save on labor costs. Since this will be the first landscaping project undertaken by the <br /> Ramsey County public works department, it is important that the city monitor the county <br /> procedures and care of the plants to assure that the median is attractive and in good health <br /> prior to the city taking over the maintenance of the median before taking over the care of the <br /> median. <br /> Over the past few months, city staff worked with the county staff and a Minnesota Department <br /> of Transportation representative to develop a planting and maintenance plan for the median. The <br /> city is also requesting that the county guarantee the quality of planting and adherence to the <br /> maintenance schedule. <br /> Highlights of the plan include: <br /> 1. Planting 45 Japanese lilac trees down the median center flanked on either side by a row of 429 <br /> dwarf bush honeysuckle. Wood chip mulch will cover planting and paving block placed adjacent <br /> to curbs will run the length of the median on each side. Installation to be completed in May, <br /> 1994. If the county cannot accomplish planting in May, the project will be delayed until <br /> May, 1995. <br /> 2. The city will take over the care of the medians two years from the established maintenance date <br /> if the maintenance schedule is adhered to and all plants are healthy. The 2 year maintenance <br /> period will begin on the day installation of planting materials and paving blocks have been <br /> completed. This date will be agreed upon by co- inspection by county staff and city <br /> personnel (city forester). <br />
