Meeting Date: 3/23/94 <br /> Agenda Item: P 3 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Consideration of the planning commission's recommendations <br /> regarding the interim development moratorium including proposed resolution amending <br /> the comprehensive plan, amendments to the commercial zoning code ordinances, <br /> amendments to the licensing ordinances, studies and resolutions related to adult uses, <br /> pawn shops and High Impact second hand goods stores and amendments to the <br /> interim development moratorium <br /> SUBMITTED BY: Planning Commission <br /> REVIEWED BY: Susan Hoyt, City Administrator <br /> Peter Bachman, City Attorney <br /> EXPLANATION /SUMMARY: <br /> At the March 9, 1994 workshop the council and planning commission discussed the <br /> recommendations from the planning commission related to the city's interim <br /> development moratorium that was adopted on March 30, 1993. The moratorium was <br /> adopted to permit the city time to complete a planning study on its business districts <br /> and to study the impacts from some specific commercial uses. <br /> The recommendations from the planning commission incorporate three ways for cities <br /> to control land uses for the benefit of the health, safety and welfare of the citizens <br /> of the City of Falcon Heights. These include: 1) zoning for the use as a permitted, <br /> conditional or accessory use or not permitting the use; 2) licensing the use and <br /> charging a fee that covers some of the cities' costs; and 3) combining licensing and <br /> zoning. The commission held public hearings on the proposed amendments to the <br /> comprehensive plan, zoning code and moratorium. <br /> The staff will summarize the proposed changes according to the order it appears in <br /> the attached package. Please note the language in attachment 1 regarding the <br /> possible addition of pool halls and billiard parlors as a conditional use in the B 3 zone <br /> as discussed at the joint council and planning commission workshop. <br /> SEE ATTACHED LIST OF ITEMS FOR ATTACHMENTS AND REFER TO BLUE <br /> NOTEBOOK FROM WORKSHOP AS NEEDED <br /> ACTION REQUESTED: <br /> Request staff to review the proposed revisions as identified in attachment 2. <br /> Discuss the planning commission's recommendations <br /> Revise, if necessary <br /> Adopt the resolutions and the amendments to ordinances by name as attached <br /> with revisions <br /> POLICYPRPOLIMEPPOLICYouPOLlerNiPPOLICYNEVOLICYWNPOLICTomPOLICY <br />
