Meeting Date: 3/23/94 Agenda Item: P 3 CITY OF FALCON HEIGHTS REQUEST FOR COUNCIL CONSIDERATION ITEM DESCRIPTION: Consideration of the planning commission's recommendations regarding the interim development moratorium including proposed resolution amending the comprehensive plan, amendments to the commercial zoning code ordinances, amendments to the licensing ordinances, studies and resolutions related to adult uses, pawn shops and High Impact second hand goods stores and amendments to the interim development moratorium SUBMITTED BY: Planning Commission REVIEWED BY: Susan Hoyt, City Administrator Peter Bachman, City Attorney EXPLANATION /SUMMARY: At the March 9, 1994 workshop the council and planning commission discussed the recommendations from the planning commission related to the city's interim development moratorium that was adopted on March 30, 1993. The moratorium was adopted to permit the city time to complete a planning study on its business districts and to study the impacts from some specific commercial uses. The recommendations from the planning commission incorporate three ways for cities to control land uses for the benefit of the health, safety and welfare of the citizens of the City of Falcon Heights. These include: 1) zoning for the use as a permitted, conditional or accessory use or not permitting the use; 2) licensing the use and charging a fee that covers some of the cities' costs; and 3) combining licensing and zoning. The commission held public hearings on the proposed amendments to the comprehensive plan, zoning code and moratorium. The staff will summarize the proposed changes according to the order it appears in the attached package. Please note the language in attachment 1 regarding the possible addition of pool halls and billiard parlors as a conditional use in the B 3 zone as discussed at the joint council and planning commission workshop.
