for commission of crimes receipt and transfer of stolen <br /> merchandise and to assure that such businesses comply <br /> with basic consumer protection standards, <br /> protecting the public health, safety, and general <br /> welfare of the citizens of the city. <br /> 4. Condition <br /> a. Reco rdkeeping. At the time of a receipt of an <br /> item of property, the precious metal dealer shall <br /> immediately record, using the English language, in <br /> an indelible ink, in a book or journal, which has <br /> page numbers that are preprinted, the following <br /> information: <br /> 1) An accurate description of the item of <br /> property including, but not limited to, any <br /> trademark, identification number, serial <br /> number, model number, brand name, or other <br /> identifying mark on such item; <br /> 2) The date and time the item of property <br /> was received by the precious metal dealer; <br /> 3) The name, address, and date of birth of <br /> the person from whom the item of property was <br /> received. <br /> b. Inspection of records. The precious metal <br /> dealer shall make available the information <br /> required in subpart (a) of this section at all <br /> olice <br /> reasonable times for inspection by the city police <br /> or issuing authority. The information <br /> required in subpart (a) of this section shall be <br /> retained by the precious metal dealer for at least <br /> 4 years. <br /> c. Items for which daily reports to police are <br /> required. The precious metal dealer shall <br /> complete forms approved by the city and send the <br /> forms daily to the city police department for any <br /> transactions involving the following items: <br /> precious jewelry, gems, watches and items <br /> containing precious metals. <br /> d. Daily report forms. The daily report forms <br /> submitted to the city police department shall <br /> contain the following information: <br /> 1) An accurate description of the item of <br /> property including, but not limited to, any <br /> trademark, identification number, serial <br /> 10 <br />
