Meeting Date: 6/22/94' <br /> Agenda Item: P 1 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Consideration of a proposal for landscape planning services <br /> for the Larpenteur Avenue corridor <br /> SUBMITTED BY: Fred Hoisington, Hoisington and Koegler Group Planning <br /> Consultants <br /> REVIEWED BY: Susan Hoyt, City Administrator <br /> Terry Maurer, City Engineer <br /> EXPLANATION /SUMMARY: <br /> Ramsey County is planning to reconstruct Larpenteur Avenue between Fulham Street <br /> and Dale Street. Over the past year and a half the city has been working with the <br /> county, university, 1666 and state fair officials to plan for this project which is now <br /> scheduled get under construction in September, 1996. <br /> During this planning period, staff met with Fred Hoisington and Mark Schroeder of the <br /> Hoisington and Koegler Group to discuss landscape plans for the city's major street. <br /> Fred Hoisington was asked to submit a proposal for developing a streetscape plan for <br /> the city's Larpenteur corridor that can be at least partially implemented with the <br /> street's reconstruction and used as a basis for future improvements. The Hoisington <br /> Group is very familiar with the city because Fred Hoisington worked on the city's <br /> comprehensive plan in 1990 and 1991. This process, which he facilitated, involved <br /> three communitywide meetings with community goal setting. Since that time he has <br /> been involved in a variety of smaller planning issues in the city like the University of <br /> Minnesota Golf Course. His familiarity with the city and the community's goals from <br /> this process will expedite the planning process. <br /> The Hoisington Koegler Group submitted a proposal with three elements. The first <br /> element, developing a streetscape for Larpenteur, will involve a variety of meetings <br /> and information gathering prior to preparing the final plan. The cost of the plan is <br /> 9,750. The second element is for preparing construction specifications for <br /> landscaping (no price is provided). And, the third phase is for staking the site (no <br /> price is provided). <br /> The importance of preparing a streetscape plan along this corridor is discussed in the <br /> staff report (attachment A). The cost will be funded out of planned tax increment <br /> improvement funds. The plan will be completed by January, 1995 which is in time to <br /> incorporate some of the key elements into the Larpenteur Avenue reconstruction plan. <br /> ATTACHMENTS: <br /> A Staff report <br /> B Proposal <br /> ACTION REQUESTED: <br /> Discuss and approve the preparation of a streetscape plan for Larpenteur Avenue with <br /> the Hoisington Koegler Group for an hourly rate at a sum not to exceed 9,750. <br /> The plan will be funded from the TIF improvements funds. <br />
