focal point to be appreciated by its residents, commuters and visitors. <br /> Building on the current roadway's resources <br /> The land uses along Larpenteur Avenue in Falcon Heights vary dramatically from west <br /> to east. On the city's western edge are the open spaces and large oaks associated <br /> with the University golf course, followed by the expanses of agricultural fields a truly <br /> unique urban /rural landscape, followed by the city's commercial district and apartment <br /> and single family homes as the traveler moves to the city's eastern border. Visually <br /> linking these resources togehter along Larpenteur requires expertise in landscaping and <br /> urban roadway design. The Hoisington Koegler Group's proposal offers an extensive <br /> analysis of the Larpenteur Avenue corridor. The streetscape plan will provide design <br /> ideas to undertake as part of the Larpenteur Avenue reconstruction as well as to <br /> implement in the future. <br /> Proposal <br /> The proposal submitted by the Hoisington Koegler Group provides for landscape <br /> design services including three meetings with the involved institutions (the U, Fair, <br /> 1666) in the planning process as well as working with the staff, commission and <br /> council to develop and review plans. The product would be a streetscape plan for <br /> Larpenteur Avenue. The second phase of the proposal is for specifications for <br /> contract documents. Ideally, the city will have some of the landscaping done as part <br /> of the Larpenteur Avenue reconstruction project and will bid the work out with the <br /> entire project. The second part of the proposal is preparing any construction <br /> documents. This would be contracted separately with Hoisington or possibly the <br /> engineer. The third part of the proposal, which is on site work, may or may not be <br /> done by Hoisington Koegler depending upon the nature of the task. <br /> Costs <br /> There are costs associated with planning a major street project even on a county road. <br /> Not only does the city share in the actual construction cost, it is important to <br /> guarantee that the planning for the project meets the community's needs. Therefore, <br /> engineering and planning costs are inevitable. The first phase of the landscaping <br /> proposal for the streetscape plan is at an hourly rate not to exceed 9,750. To put <br /> this in financial perspective, the total Larpenteur Avenue project cost (without <br /> landscaping or amenities) is estimated at over 5 million dollars. Staff requested, but <br /> has not yet received, the estimated cost for Falcon Heights alone. <br /> This Larpenteur Avenue streetscape plan would be funded from the city's TIF project <br /> fund that was designated for Larpenteur Avenue improvements. There is no estimate <br /> for the cost of implementing a landscaping plan on Larpenteur. <br /> Conclusion <br /> Staff recommends hiring Hoisington Koegler Group to work with the city to develop a complete, <br /> long -term streetscape plan for the Larpenteur Avenue corridor. <br />
