IC.::::i: '['P. io C< :<f<': O..,< I` UC: sio :.:O:L C <br /> Meeting Date: 5/25/94 <br /> Agenda Item: P 5 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Authorize the City of Falcon Heights to participate in the <br /> Ramsey County Community Development Block Grant <br /> (CDBG) and Home Investment Partneships Act (HOME) <br /> programs through a joint agreement with the Ramsey <br /> County Housing and Redevelopment Authority <br /> SUBMITTED BY: Terry Shutten, Ramsey County Manager <br /> REVIEWED BY: Susan Hoyt, City Administrator <br /> EXPLANATION /SUMMARY: <br /> The City of Falcon Heights along with other suburban Ramsey County cities <br /> participates in the county CDBG program and HOME program. The county is <br /> requesting that the city continue to participate in this program. The county receives <br /> federal CDBG funds based upon population and demographic characteristics of the <br /> participating cities. In 1994 the county was allocated 1,582,000 in CDBG funds <br /> and 380,000 in HOME funds (used for housing). <br /> The City of Falcon Heights would not be able to receive CDBG and HOME funds on <br /> a stand alone basis. And, therefore, it is reasonable to participate with the county. <br /> The city has received one CDBG grant for 110,000 for the elimination of a blighted <br /> structure at 2061 West Larpenteur Avenue. CDBG funds may be used for a variety <br /> of housing and other projects that primarily benefit low and moderate income persons. <br /> Staff recommends participating in the CDBG and HOME programs even though funds <br /> are not received every year. However, staff also recommends that the county work <br /> with all eligible cities to provide a reasonable and equitable process for awarding these <br /> annual CDBG grants. <br /> ATTACHMENT: <br /> A Letter from Mr. Shutten dated 28 April 1994 and agreement <br /> ACTION REQUESTED: <br /> Authorize the mayor to enter into a joint agreement with the Ramsey County Housing <br /> and Redevelopment Authority for the CDBG and HOME programs. (Authorize by a <br /> motion.) <br />
