This option is implied in their city codes because technically a city can <br /> attempt to revoke any license when the license holder violates the stipulations under <br /> which the license was issued. White Bear Lake attempts to work with its vendors <br /> rather than revoke licenses. If an illegal sale is made, the license holder is given the <br /> opportunity to submit a plan for preventing illegal sales in the future. <br /> 'St. Paul's ordinance gives the City Council the authority to deviate from these <br /> standards to make them more strict or more lenient as they deem appropriate to the <br /> situation. However, whenever the Council deviates from the standard penalties, they <br /> are required to make a written finding of fact detailing why the case was unique. <br />
