Meeting Date: 8/24/94 <br /> Agenda Item: P 2 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: City /County Supplemental Agreement pertaining <br /> to park pathway <br /> SUBMITTED BY: Carol Kriegler, Parks Recreation Director <br /> REVIEWED BY: Susan Hoyt, City Administrator <br /> Terry Maurer, City Engineer <br /> EXPLANATION /SUMMARY: The Cleveland Avenue road construction <br /> project included a native wetland and prairie seeding of areas <br /> adjacent to the wetland that emerged as a result of the project. <br /> Also to be included was limited ag -lime path reconstruction (6 <br /> ft. wide) and seeding of the remaining prairie areas within the <br /> park. Since the county was unable to successfully conduct <br /> necessary site preparations, it was recommended that the city <br /> release the county from the responsibility of prairie <br /> establishment in the areas with existing vegetation. In return, <br /> the county was to conduct increased path reconstruction to the <br /> extent of the estimated value of the prairie establishment that <br /> would otherwise have taken place. The estimated value of the <br /> incomplete prairie work was $1,500- $2,000. <br /> As a result of a council approved change order, the county then <br /> proceeded with the path reconstruction late last fall. <br /> Unfortunately the path work was considered unacceptable by city <br /> staff as the quality of the work was not consistent with typical <br /> standards for specifications for trail construction. City staff <br /> has recently met with county officials to resolve the issue and <br /> bring this project to a close. It is now recommended that the <br /> city and county amend the contract with a Supplemental Agreement. <br /> This agreement states that the city will assume responsibility <br /> for both the prairie establishment and path reconstruction. The <br /> county then agrees to pay for $2,000 of the city's portion of the <br /> curb and gutter. The $2,000 credit is considered by city staff <br /> to be very adequate to cover the cost of this portion of the <br /> trail replacement. <br /> City staff recommends that reconstruction of the above mentioned <br /> trail area be undertaken as a part of the city's efforts to <br /> reconstruct the community park's entire trail system yet this <br /> fall. The 1994 capital improvement program includes $6,000 <br /> designated for approximately 1200 -1400 linear feet of trail <br /> rehab. It is anticipated that the appropriated $6,000 plus the <br /> $2,000 from the county will allow for a satisfactory rehab of the <br /> entire trail. Staff is currently soliciting bids for the work. <br /> In addition to the trail work, the exercise stations are <br /> scheduled for replacement this year as well. <br /> ACTION REQUESTED: Approval of Supplemental Agreement 6 <br />
