POLICY POLICY POLICY POLICY POLICY POLICY POLICY POLICY <br /> Meeting Date: 8/24/94 <br /> Agenda Item: P 6 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Request for authorization to proceed with the selection <br /> process for a city accountant <br /> SUBMITTED BY: Susan Hoyt, City Administrator <br /> REVIEWED BY: Dave Hinnenkamp, City Auditor <br /> EXPLANATION /SUMMARY: <br /> The city's finance director, Tom Kelly, resigned as of July 31, 1994 to take a position <br /> with White Bear Township. In his absence the city is using a temporary accountant <br /> to carry out the city's financial activities. The departure of Mr. Kelly, who began as <br /> the city accountant in 1989, provides an opportunity to re- classify the job as a city <br /> accountant. Typically, small cities with a financial staff of one person use a city <br /> accountant or accounting clerk in this position. After evaluating the duties assigned <br /> to the position, the city accountant position seems most applicable. <br /> The job description is attached. The minimum qualifications include a degree from an <br /> accredited four year college or university in business, accounting, finance or a closely <br /> related field and three years of accounting experience. Municipal experience is <br /> preferred. <br /> The starting salary range is between 27,000 and 29,500 depending upon <br /> qualifications. The 1994 Stanton Metropolitan Municipal Salary Survey lists <br /> accountant II and III positions with an average salary range between 25,000 and <br /> 28,000 for cities in Falcon Heights population group. <br /> The city auditor, Dave Hinnenkamp, has agreed to assist with the selection process <br /> for the position. His familiarity with the city's finances and administrative <br /> environment plus experience with other financial departments in other cities and public <br /> institutions will provide useful insights. <br /> ATTACHMENT: <br /> A Job description for city accountant <br /> ACTION REQUESTED: <br /> Authorize the city administrator to proceed with the selection process for hiring a city <br /> accountant including advertising the position in the Sunday statewide editions of the <br /> St. Paul Pioneer Press and the Minneapolis Star and Tribune, the Minnesota <br /> Government Finance Officers newsletter and the League of Cities bulletin. <br /> ::Pal,, ICY POUC...:::::::::::::.:::. <br />
