LIC <br /> I�C�L <br /> Meeting Date: 8/24/94 <br /> Agenda Item: P 8 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Enforcement of Section 4 1.02 (B) of the city code having <br /> to due with the discharge of surface waters into the <br /> sanitary sewer <br /> SUBMITTED BY: Susan Hoyt, City Administrator <br /> REVIEWED BY: Peter Bachman, City Attorney <br /> Being reviewed by Terry Maurer, City Engineer <br /> EXPLANATION /SUMMARY: <br /> The City of St. Paul is requesting the City of Falcon Heights to work with eight <br /> property owners along Hoyt and Hamline that have been identified as having storm <br /> sewer drains emptying into the sanitary sewer system. The City of Falcon Heights <br /> has an ordinance prohibiting this practice, but has not enforced it to the current staff's <br /> knowledge. (A person violating the city code can be charged with a misdemeanor.) <br /> Staff would like authorization to work with the city engineer, the public works and <br /> parks superintendent and the property owners to disconnect the storm sewer drains <br /> from running into the sanitary sewer. The City of St. Paul employees volunteered to <br /> demonstrate how this is done to city staff. Staff plans to send a letter to these <br /> property owners explaining that they are violating this ordinance and that for <br /> environmental reasons it is time to disconnect the storm sewer from the sanitary <br /> sewer. Information and, if desired, a demonstraton on how to disconnect these <br /> systems will be provided to the property owners. <br /> If the city engineer finds that some complex situations warrant a time extension or an <br /> exemption from the code, the staff will work with the property owner to come to an <br /> understanding.
