The complaint included the report of incidents of obnoxious and <br /> loud behavior on the tennis courts late into the night. The complainant suggested that the city <br /> change the tennis court Tight policy to prohibit play after 10 or 11 o'clock. In response to this <br /> complaint and a handful of related complaints over the last few years, a process was initiated to <br /> review the matter with consideration for policy change. The review included a survey of park <br /> neighbors soliciting their perspective on the nuisance level of the tennis court lighting. <br /> Of the 17 surveys sent to neighboring residents, 11 were completed and returned. Of those 11 <br /> respondents, 5 answered "yes" to the first survey question indicating that they had a concern or <br /> complaint with the tennis court lighting or late -night activity on the tennis court or hard -court <br /> (basketball). Generally, the complaints involved the illuminating of the interior of their homes, and <br /> the disruption of sleep due to shouting and boisterous play. A complete copy of the returned <br /> surveys is available for your review. <br /> At the Sept. 22 Parks and Recreation Commission meeting a recommendation was made to change <br /> the tennis court light policy to prohibit light availability after 10 p.m. This recommendation was <br /> made after a review of the surveys and considerable discussion. Two park neighbors attended the <br /> meeting and participated in the discussion as well. The recommendation was made as a result of <br /> a motion that carried 4 to 1. Those in favor of the recommendation cited the need to curtail or <br /> altogether eliminate what they considered to be unreasonable noise after the hour of 10 p.m. and <br /> the desire to maintain a tennis court closing consistent with the closing of the rest of the park. The <br /> individual opposing the recommendation did so with the feeling that an 11 p.m. tennis court closing <br /> represented a better balance between facility availability and the interests of the park neighbors. <br /> He expressed concern for the consequences of prematurely closing a recreational facility that serves <br /> to provide area young adults with an opportunity to engage in a relatively positive and constructive <br /> activity. <br /> ACTION REQUESTED: Amending of city code to include tennis court closing <br /> at 10 p.m. <br />
