Larger communities which have full service maintenance departments <br /> may not see a direct dollar increase for ongoing maintenance since they could <br /> easily add a small amount of additional mileage to snowplowing or other <br /> maintenance operations. <br /> Since the City's current capital improvement program has already <br /> programmed projects out to approximately the year 2000, it is unlikely any <br /> of these proposed turnback roadways would be addressed for any major <br /> improvements within the next 5 to 7 years. <br /> At this point we are only assuming that each of the roadways will meet the <br /> criteria to be placed on the Municipal State Aid System. If in fact one or <br /> more of them is not allowed by the District State Aid Engineer this would <br /> reduce even more the small amount of increase the City may see in their <br /> annual allotment. <br /> The turnback of these roadways would increase annually the amount of <br /> roadway in the ongoing seal coating program, thus increasing the annual cost <br /> for this work. <br /> We have been successful in contacting the City of Roseville and the City of <br /> Lauderdale relative to their plans for the turnback of roadways in their community. <br /> Neither Roseville nor Lauderdale desires to have the border roadways turned back in <br /> the short term. The would prefer to stretch out the turnback process as far as <br /> possible within the ten year window. <br /> E. CONCLUSIONS AND RECOMMENDATIONS <br /> The County has indicated they would like to accomplish the turnback of all roadways <br /> within a ten year window. They have asked each City to review the roadways within <br /> their community and indicate to the County the type of turnback option they would <br /> see utilizing and the time frame to do that. As previously mentioned only Option 1 <br /> would apply to the City of Falcon Heights. Based on the other information detailed <br /> in this letter I would recommend that the turnback roadways be postponed as long as <br /> possible. Since all are border roads with other communities it may not be possible <br /> to extend them to the end of the ten year period. Certainly the City should try to <br /> postpone the actual turnback as long as possible.
