The levy may be changed but it cannot be increased <br /> after this certification. <br /> TThe city's general fund budget is 1,094,473 which is a 3.1% increase over the <br /> city's 1994 budget. The overall certified levy is $520,867, or a 1.3% decreaSelrl <br /> general property taxes levied.
