City Council Minutes <br /> October 12, 1994 <br /> Page 2 <br /> Motion by Councilmember Gehrz to approve Falcon Heights being <br /> MCAD's sponsor city and fiscal agent for two years effective <br /> January 1, 1995. Motion passed unanimously. The council also <br /> expressed interest in hearing more about MCAD from the group's <br /> staff consultant, Connie Lanners Bernardy. <br /> REPORT ON THE RAMSEY COUNTY CHARTER COMMISSION <br /> Greg Stende, a member of the Ramsey County Charter Commission, was <br /> in attendance to inform the council of two proposed charter <br /> amendments that will appear on the November ballot. The first <br /> involves a "No Net Loss of Parks and Open Space" and the second <br /> addresses the appointment versus the election of a new County <br /> Sheriff when the old one is unable to complete a term. Mr. Stende <br /> asked all in attendance to publicize the fact that these questions <br /> would be on the ballot. If a voter chooses not to vote on a <br /> charter question, it has the same effect as a "no" vote. <br /> Councilmember Gehrz asked if the land that the city leases from the <br /> University would be affected by the proposed "no net loss" change. <br /> Mr. Stende replied that it would not, as the charter covers only <br /> county owned park and open space. <br /> CITY INFORMATION AND ANNOUNCEMENTS <br /> Councilmember Hustad reported that the Parks Commission had met <br /> recently regarding the proposed indoor playground. Plans are <br /> tentative as of yet, but the commission is hoping for a January <br /> opening. <br /> Councilmember Gehrz reminded the council and the viewing audience <br /> about the upcoming "Turn Off the Violence" event. <br /> Administrator Hoyt updated the council on the following: recent <br /> park improvements, scheduled street sweeping (last week of October) <br /> and the award received for work done on the National Night Out <br /> event. <br /> ADJOURNMENT <br /> The meeting adjourned at 7:35 p.m. A workshop with St. Anthony <br /> Police Chief Engstrom followed the council meeting.
