Meeting Date: 10/12/94
Agenda Item: P 1
CITY OF FALCON HEIGHTS
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: Request to act as sponsor for the Mayors' Commission
Against Drugs (MCAD) for 1995
SUBMITTED BY: Connie Lanners Bernardy, MCAD consultant
REVIEWED BY: Susan Gehrz, Councilmember
Susan Hoyt, City Administrator
EXPLANATION /SUMMARY: (prepared by Susan Hoyt)
The Mayor's Commission Against Drugs (MCAD) is comprised of representatives of
four cities in suburban Ramsey County; Lauderdale, Little Canada, Falcon Heights and
Roseville. The commission initially met to work on ways that communities could
curtail drug use by youth. However, the commission has broadened its focus to
include a wider range of community and youth initiatives.
MCAD is annually funded by the State of Minnesota Prevention and Intervention
Initiative. The grant involves the departments of public safety and education, the
office of drug policy and office of community collaboration. This year MCAD will be
asking for $50,000.
In past years, MCAD has operated out of the City of Roseville and, therefore, the City
of Roseville sponsored the grant application and handled administrative details.
However, given the collaborative nature of MCAD, it seems appropriate to share the
administrative responsibilities among the four participating communities. MCAD
requested that Falcon Heights be the sponsor for 1995. This requires signing off on
the grant proposal to the state and providing the administrative base for the
organization. The administrative tasks include issuing checks to the MCAD consultant
as well as copying and mailing monthly meeting information. The grant application
includes funds to cover the material costs for mailing and copying. The city would
contribute some clerical labor to doing these activities. Since the consultant has a
home office, it will not require providing office space nor answering most phone calls
for MCAD.
ACTION REQUESTED:
Approve sponsoring the Mayors Commission Against Drugs which includes signing off
on the grant proposal to the state and providing administrative support for 1995.
