CITY OF FALCON HEIGHTS <br /> REGULAR CITY COUNCIL MEETING <br /> MINUTES OF SEPTEMBER 28, 1994 <br /> Mayor Baldwin convened the meeting at 7:04 p.m. <br /> PRESENT <br /> Baldwin, Gehrz, Gibson Talbot, and Jacobs. Also present were Hoyt, <br /> Asleson, Kriegler, and Klingenberg. <br /> ABSENT <br /> Hustad. <br /> COMMUNITY FORUM <br /> There were no comments from the floor. <br /> MINUTES OF SEPTEMBER 14, 1994 <br /> Minutes were approved as presented. <br /> CONSENT AGENDA APPROVED <br /> Mayor Baldwin noted that one item on the consent agenda, the annual <br /> salary adjustment for the city administrator, would be postponed to <br /> a later date. <br /> The following consent agenda was approved by unanimous consent of <br /> the council: <br /> 1. Disbursements: <br /> a. General disbursements through 9/22/94, $45,438.38 <br /> b. Payroll, 9/1/94 to 9/15/94: $11,975.22 <br /> 2. Licenses (business license for "Feathered Denims" was <br /> granted contingent upon issuance of a conditional use <br /> permit) <br /> 3. Resolution closing account #302, the 1984 tax increment <br /> debt service account, and transferring funds to #412, the <br /> TIF #1 construction fund <br /> 4. Resolution reapportioning the assessments from two "old" <br /> parcels to "new" parcels. <br /> 5. Request for a variance in Section 9 -4.01, Subd. 4 (c) of <br /> the zoning code for 1437 W. California Avenue <br /> POLICY AGENDA <br /> A REQUEST FOR A conditional use permit FOR THE OPERATION OF A <br /> SECONDHAND CLOTHING STORE AT 1583 NORTH HAMLINE AVENUE IN A <br /> SHOPPING CENTER BUILDING <br /> Administrator Hoyt outlined the conditional use permit request and <br /> the proposed conditions that would be placed upon a second hand <br /> clothing store. Hoyt stressed to the council that they would not <br /> be approving this particular business, but rather the business use. <br /> If approved, future second hand clothing stores at this address <br /> would not need a new conditional use permit, but would instead be <br /> obligated to abide by the conditions set at this meeting.
