C. Capital funds. The city's capital funds cover the costs of all city <br /> administrative, community and park facility improvements, and public <br /> works, parks and public safety equipment, and the city's share in <br /> infrastructure improvements like street reconstruction, water, sidewalks, <br /> pathways, streetlights, landscaping, decorative paving and related public <br /> amenities. (Sanitary and storm sewer costs comes from the sewer <br /> enterprise fund.) <br /> A municipality's TIF revenue may be used to cover eligible projects <br /> identified in the TIF project plan that might otherwise be covered by <br /> capital funds. The city's non -TIF capital funds are accrued through the <br /> general property tax levy, a special levy outside the general property tax <br /> levy to cover G.O. bonding obligations, or by a special assessment to the <br /> benefitting property owners. <br /> 6 <br />
