By assessing the delinquent amount to the property tax <br /> rolls, the city can collect the fees to cover sewer and recycling costs that it incurs <br /> throughout the year. <br /> It is necessary to hold a public hearing prior to requiring the county to assess the <br /> delinquent amount. Staff recommends holding the public hearing on December 7, as <br /> the information must go to the county by the end of December.
