These properties <br /> owners have received two notices of their delinquency (their 3rd quarter bill due October 31 and <br /> a mailed notice of public hearing). The public hearing notice was also published in the Focus <br /> newspaper on November 22, 1994 as required by statute. <br /> Those who have not paid their assessment by December 14, 1994 will have the amount placed <br /> on their property tax bill as a special assessment. The amounts due, as noted on the attached list, <br /> include: <br /> The standard 10% penalty fee per quarter <br /> A 3% administrative fee to cover staff time related to processing the delinquent accounts <br /> and costs of mailing and publishing the public hearing notices <br /> An annual interest rate of six percent, which is the city's approximate 1994 rate of <br /> investment return. This interest rate is charged since the city will not receive revenue <br /> collected from property taxes until July and December of 1995. <br /> Ramsey County does not charge the city a fee for annual special assessments related to utility bills. <br /> ATTACHMENTS: <br /> Assessment roll <br /> Proposed Resolution 94 -26 levying special assessments for delinquent utility charges. <br /> ACTION REQUESTED: <br /> Hold public hearing on special assessments. <br /> Motion to approve Resolution No. 94 -26, levying special assessments for delinquent <br /> utility charges. <br /> EAR N G::.
