Background The city forester, Linda Treeful, reviewed the city's tree planting policies and procedures for their conformance to the city's goal of expanding the city's boulevard tree planting as well as to assure that the city's boulevard trees may be able to handle the impact of major disease outbreaks. Although the city's tree program has been working well, staff recommends the following revisions to the policy and practices to expand and protect the city's public tree resource. 11. Staff findings on current policy and procedures and recommendations for change A. Expanded boulevard tree planting 1. The city's current public right -of -way planting policy is designed to cover planting trees for replacement rather than planting trees in new locations.
