Meeting Date: 1/11/95 <br /> Agenda Item: C 3 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Review and amend city council standing rules <br /> SUBMITTED BY: Carla Asleson, Administrative Assistant/Planner <br /> EXPLANATION /SUMMARY: <br /> Each year at the first council meeting of the year, the city council reviews the operating <br /> procedures it intends to use and decides whether changes are warranted. Staff is recommending <br /> three minor changes to the standing rules: <br /> References to audio tapes be deleted, as council meetings have not been audio taped for <br /> a number of years. <br /> The retention period for video tapes be changed from two months after the meeting to <br /> three months after approval of the meeting's minutes. This change will make the <br /> standing rules consistent with the city's record retention schedule as adopted last year. <br /> A motion will be required for the adoption of the consent agenda, rather than using the <br /> present procedure of passing the consent agenda if no objections are heard. State laws <br /> require a formal motion for many resolutions and designations that ordinarily are handled <br /> on a consent agenda. For example, the designation of the official newspaper can be <br /> handled as a consent item if a formal motion is provided. <br /> These changes are highlighted in the attached copy of the standing rules. <br /> ACTION REQUESTED: Revise council standing rules to reflect the changes as noted in the <br /> attached copy. <br />
