Meeting Date: 1/11/95 <br /> Agenda Item: P 2 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Request for participation in the Maintenance Materials Recycling Grant <br /> SUBMITTED BY: Susan Hoyt, City Administrator <br /> Pete Klingenberg, Public Works and Parks Superintendent <br /> EXPLANATION /SUMMARY: <br /> Background. Several Ramsey County cities and Ramsey County were awarded a Minnesota Board <br /> of Innovation and Cooperation Grant for purchasing equipment for cleaning and recycling <br /> maintenance materials collected from streetsweeping and sealcoating operations. The cities <br /> include Roseville, Lauderdale, Little Canada, New Brighton, Arden Hills, Vadnais Heights and <br /> Shoreview as well as Ramsey County. Terry Kayser from the Metropolitan Council assisted with <br /> the application process. Falcon Heights participated in the application process but has not <br /> received council authorization to proceed with the project due to timing conflicts with the grant <br /> deadline. <br /> Grant. The grant of $94,179 will be used to purchase a piece of equipment that cleans materials <br /> collected from streetsweeping and sealcoating (where 60% of the gravel material is not absorbed <br /> into the road bed.) There is an in -kind match of $100,265 which comes from participants' time <br /> spent designing and selecting the site and equipment. <br /> Machine. The machine, which is successfully used by Bloomington, will be located at a Ramsey <br /> County site, probably at Dale and Larpenteur Avenues. The recycling will be done rather than <br /> landfilling all the materials, which is usually what happens with maintenance materials from <br /> streetsweeping and sealcoating. This should save some money because it is theoretically less <br /> expensive than paying for the landfill. The recycled sand and gravel will also be available for the <br /> cities to purchase. <br /> Benefit to Falcon Heights. Although Falcon Heights contracts for its streetsweeping services, <br /> there may be a cost savings to the city if the city can provide a site nearby to drop off the <br /> materials. It will also mean that materials collected through streetsweeping and after sealcoating <br /> in Falcon Heights will be largely recycled and not landfilled. However, the savings, if any, is not <br /> firm nor predictable. The estimated savings from not landfilling material to Falcon Heights in the <br /> grant application is $16,206. This is based upon costs that the city isn't realizing in its contracts <br /> for service. The city currently pays $10,000 total for two streetsweeping periods. This includes <br /> labor and landfilling. There will be a fee for using the facility. <br /> Staff request. The staff is requesting that the council authorize staff to participate in the project. <br /> The administrator would like to work on the joint powers agreement which will determine cost and <br /> access to the equipment to the equipment. The public works superintendent is interested in <br /> working on the siting and design of the equipment. <br />
