Meeting Date: 3/8/95 <br /> Agenda Item: P -A -1 (first) <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Resolution accepting the feasibility study and <br /> scheduling a public hearing for the 1995 alley reconstruction <br /> project (due to notification requirement for ten properties not <br /> previously notified) <br /> SUBMITTED BY: Susan Hoyt, City Administrator <br /> REVIEWED BY: Steve Gatlin, Engineer acting for Terry Maurer <br /> EXPLANATION /SUMMARY: As staff reviewed the address list for the <br /> 1995 alley reconstruction project, it became apparent that ten of <br /> the 111 properties were not notified of the public improvement <br /> hearing that was held on February 8, 1995. These properties are <br /> located along Idaho between Arona and Pascal (attachment A). <br /> Although the property owners were not notified, it appears that <br /> at least one household, Mr. Mitch Rothman, was aware of the <br /> project because he came to the public hearing. <br /> Mr. Gatlin of Maier Stuart recommended that the city re- schedule <br /> the public hearing for April 12 and notify the property owners <br /> about the proposed project in order to proceed with the alley <br /> reconstruction as planned. The alternative would be to withdraw <br /> this alley from the project. Given the condition of this alley <br /> and the expectation that it be completed, staff recommends <br /> proceeding with the additional public hearing. Other property <br /> owners may be aware of it from neighbors, the two newspaper <br /> articles on the project, and the informational meetings in <br /> spring, 1993. <br /> Because these property owners were probably not included in the <br /> fall informational meeting, staff will schedule a special meeting <br /> with the city engineer to discuss the project with them. This <br /> would be in addition to the walk- through- the alleys that is <br /> planned for March 14 and 15. <br /> ATTACHMENTS: <br /> A Map of alleys with highlighted area where notification was <br /> missed. <br /> B Resolution scheduling public hearing. <br /> ACTION REQUESTED: <br /> Explain the location of property owners that were not notified of <br /> the alley reconstruction project and adopt the resolution <br /> scheduling a second public hearing on the proposed improvement in <br /> order to leave them in the alley project. <br />
