City Hall Solar Panel Discussion
Miller and Krause outlined the newest city hall solar panel proposal. The total system would
cost $321,600, but after lease payments, federal tax credits, and Xcel rebates, the total out-of-
pocket cost to the city would be $50,880. Staff is still awaiting word from Xcel Energy about
what level of credit they will give for the energy produced by the panels. Until this amount is
determined, a payback period cannot be established. Staff agreed to continue working on the
proposal and bring more information back to the council when it is available.
Draft 2012 General Fund Budget
Miller began by reviewing the key parts of the budget, including local government aid, the
change in the Market Value Homestead Credit program, and the large changes in the proposed
budget. The council then went through each department’s budget and asked questions. After
some discussion, the council asked staff to continue to work on the budget and to attempt to
find at least $20,000 in reductions or new revenues to lower the overall levy impact. Staff
agreed to bring a revised budget to the council at the September workshop.
