Northeast Suburban Campus Connector Construction Agreement
Miller presented the item by first going over the history of the project and explaining why it
was being split into two phases. He further elaborated that while a tentative agreement with
the Ramsey County Historical Society (RCHS) was in place for the new sidewalk in front of
Gibbs Farm, a formal agreement was not ready in time to include this section in Phase I of the
project. The council agreed that moving forward with Phase I was appropriate and directed
staff to continue to work with RCHS, on final arrangements.
Draft 2012 General Fund Budget
Miller presented the revised draft budget as well as explained the impacts of the new market
value exclusion implemented by the State of Minnesota and decreased fiscal disparities
revenues. Miller stated that options to reduce the levy include increasing the amount of money
transferred from non - general fund accounts, increasing other revenues, decreasing expenses, or
running the general fund at a deficit. After much discussion, the council directed staff to
present a budget that transfers enough money to account for the decrease in fiscal disparities
and the proposed increase in general fund expenditures.
