Discussion on Assessment Policy and 2013 Road Projects
Based on discussions from the January 9, 2013, Public Hearing on the 2013 Street Improvement
Projects, Council and staff discussed the City’s Assessment Policy and the scope of the road
improvements. Council directed staff to keep the assessment policy as is but to look into
language relating to economic hardship and deferral of assessments. Council and staff also
discussed the scope of the project and the possibility of removing certain streets from the
project. Council directed staff to continue with the project as presented at the Public Hearing on
January 9, 2013, without removal of any streets.
Continued Discussion on Prairie Grass Ordinance
Council and staff continued their discussions on the draft Prairie Grass Ordinance that was
recommended by the Environment Commission and also reviewed by the Planning
Commission. Council directed staff to create a draft of the ordinance that has side and rear yard
setbacks of 3 feet and a front yard setback of 10 feet. This ordinance will be taken up at a future
City Council meeting.
Good Neighbor Fund Discussion
Council and staff discussed options for submitting grant applications to the University of
Minnesota’s Good Neighbor Fund. Council directed staff to apply for 3 projects: replacement
of the Cleveland Avenue streetscape, signage for City Hall and possible funding for the City’s
annual Spring Together Event.
