A RESOLUTION RECOGNIZING DEB BLOOM’S SERVICE TO THE CITY OF FALCON
HEIGHTS
WHEREAS, Deb Bloom has served as the City Engineer for the City of Falcon Heights for the
past eight years; and
WHEREAS, she has been instrumental in a number of crucial construction projects including
the major street reconstructions of Hamline, Hoyt, and Roselawn Avenues; and
WHEREAS, she worked closely with Capitol Region Watershed District to obtain cost-share
funds for the Falcon Heights City Hall permeable pavement parking lot and rain garden; and
WHEREAS, she was a key component in the establishment of a Joint Powers Agreement
between Falcon Heights and Roseville, ensuring that Falcon Heights had access to
engineering and technical support services that were greatly needed but previously
unattainable; and
WHEREAS, she played a key role in coordinating the efforts of Roseville, Gibbs Farm, and
the University of Minnesota in order to apply for and obtain federal grant funds to establish
the Northeast Suburban Campus Connector along Fairview, Larpenteur, and Gortner
Avenues; and
WHEREAS, her hard work, dedication, and insight will be missed by the City Council, staff,
and residents of Falcon Heights;
NOW, THEREFORE, BE IT RESOLVED that the City of Falcon Heights would like to
recognize Deb Bloom for her years of service and wish her the best of luck.

show support for those impacted by such injuries.

RESOLUTION PROCLAIMING SPINAL CORD INJURY AWARENESS MONTH
CITY OF FALCON HEIGHTS
WHEREAS, The Minnesota Spinal Cord Injury Association (MNSCIA) is committed to
enriching the lives of people in Minnesota who have been impacted by spinal cord injury or
paralysis. Members include people who have incurred paralysis or disability due to a spinal
cord injury, their families and friends, healthcare and rehabilitation professionals, policy
makers, and corporations;
WHEREAS, The Minnesota Spinal Cord Injury Association is recognizing September 2013 as
Spinal Cord Injury Awareness Month and understands the need for increased awareness,
education, resources, and the investment in research here in Minnesota to continue to improve
the quality of life for individuals with spinal cord injuries;
WHEREAS, every 48 minutes someone in the United States is paralyzed from some form of a
spinal cord injury;
WHEREAS, currently there are an estimated 1,275,000 individuals in the United States who
live with a spinal cord injury, and an estimated 100,000 of those individuals are veterans who
were impacted by spinal cord injuries while serving as members of the United States Armed
Forces;
WHEREAS, there are approximately 12,000 additional spinal cord injuries in the United States
each year, with 300 being here in Minnesota;
WHEREAS, accidents are the leading cause of spinal cord injuries and spinal cord injuries do
not discriminate;
WHEREAS, The Minnesota Spinal Cord Injury Association, along with their collaborative
partners Courage Kenny Rehabilitation Institute, Gillette Children’s Specialty Healthcare,
Medtronic, and Unite 2 Fight Paralysis, commends the dedication of local, regional and national
organizations, researchers, doctors, volunteers, and individuals that are working to improve the
quality of life for individuals, family and friends of those impacted by spinal cord injuries.
THEREFORE, BE IT RESOLVED that the Falcon Heights City Council formally
designates the month of September, 2013, as SPINAL CORD INJURY AWARENESS MONTH
in the City of Falcon Heights.

Item Declare costs to be assessed, order preparation of proposed assessment and call for
assessment hearing on the 2013 Pavement Management Project
Description
Per city assessment policy and state statute, the City holds public hearings to consider
assessments for street improvement projects. This year’s assessment proceeding is for the
2013 Pavement Management Project, which included improvements to the following
streets:
• Albert Street, from Hoyt Avenue to Larpenteur Avenue
• Pascal Street, from Hoyt Avenue to Larpenteur Avenue
• Arona Street, from Hoyt Avenue to Larpenteur Avenue
• Arona Street, from Crawford Avenue to Larpenteur Avenue
• Crawford Avenue, from Snelling Avenue to Simpson Street
• Hollywood Court, from Snelling Avenue Frontage Road to alleys
• Alley between Larpenteur Avenue and California Avenue, from Albert Street to
Hamline Avenue
• Alley between Larpenteur Avenue and Crawford Avenue, from Snelling Avenue
to Arona Street;
The first step in the assessment process is consideration of a resolution declaring costs to
be assessed and ordering preparation of assessment rolls. The next step is for the City
Council to adopt a resolution setting a hearing date for the assessments. It is
recommended that the assessment hearing be held at the regularly scheduled Council
meeting on October 9, 2013.
It is the City’s policy to assess a portion of street improvement costs. The City follows the
requirements of Chapter 429 of state statute for the assessment process. Once the
assessment roll is adopted, the City allows for a 30-day pre-payment period. Following the
pre-payment period, assessment rolls are certified to Ramsey County for collection. The
City will have the rolls certified by mid- November in order to allow the County enough
time to add the assessments to property taxes.

Below is a Project Financing Summary detailing the projected actual project costs for this
improvement. This project is being financed using the following funding sources:
• Assessments levied in accordance with the City’s assessment policy.
• Use of Municipal State Aid (MSA), Tax increment financing (TIF), and city funds to
pay the City’s portion of the project.

• The Capitol Region Watershed District (CRWD) is contributing funds to the project
for storm water volume reduction and water quality Best Management Practices that
are being constructed in conjunction with the project.

policy and as outlined in the project feasibility report. The proposed assessment roll is
attached.

A portion of the costs for the project are proposed to be assessed. The following table
compares the estimated assessment rates from the feasibility report to the proposed
assessment rates calculated based on the project costs. Project costs include construction
costs and engineering costs.

The Finance Director recommends the interest rate be set at 2% above the true interest rate,
which is 2.10%, as has been standard practice on previous assessments. Therefore, the
recommended interest rate for the 2013 PMP is 4.10%
The property owners can either pay the assessments in part or in full in October 2013 or
have them added to their property taxes with an interest rate to be set by the City Council.
The first installment of the assessment would be due in Spring 2014.

RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING
PREPARATION OF PROPOSED ASSESSMENT FOR
2013 PAVEMENT MANAGEMENT PROJECT
WHEREAS, a contract has been let for the 2013 Pavement Management Program, the
improvement of the following streets:
• Albert Street, from Hoyt Avenue to Larpenteur Avenue
• Pascal Street, from Hoyt Avenue to Larpenteur Avenue
• Arona Street, from Hoyt Avenue to Larpenteur Avenue
• Arona Street, from Crawford Avenue to Larpenteur Avenue
• Crawford Avenue, from Snelling Avenue to Simpson Street
• Hollywood Court, from Snelling Avenue Frontage Road to alleys
• Alley between Larpenteur Avenue and California Avenue, from Albert Street to

And the contract price for such improvement is $1,027,313.77 and the expenses incurred in the
making of such improvement amount to $138,770.84 so that the total cost of the improvement
will be $1,166,084.61.
NOW THEREFORE BE IT RESOLVED by the Council of the City of Falcon Heights,
Minnesota:
1. The portion of the cost of such improvements to be paid by the City is hereby declared to
be $779,551.72 and the portion of the cost to be assessed against benefited property owners is
declared to be $386,532.89.
2. The City Administrator, with the assistance of the City Engineer, shall forthwith calculate
the proper amount to be specially assessed for such improvements against every assessable lot,
piece or parcel of land within the district affected, without regard to cash valuation, as provided
by law, and he shall file a copy of such proposed assessment in his office for public inspection.
3. The City Administrator shall, upon the completion of such proposed assessment, notify
the Council thereof.

RESOLUTION ORDERING ASSESSMENT HEARING FOR
2013 PAVEMENT MANAGEMENT PROJECT
WHEREAS, by a resolution passed by the Council on September 11, 2013, the City
Administrator was directed to prepare a proposed assessment of the cost for the 2013 Pavement
Management Program, the improvements of the following streets by the installation of paving,
concrete curb and gutter, drainage, and necessary appurtenances:
• Albert Street, from Hoyt Avenue to Larpenteur Avenue
• Pascal Street, from Hoyt Avenue to Larpenteur Avenue
• Arona Street, from Hoyt Avenue to Larpenteur Avenue
• Arona Street, from Crawford Avenue to Larpenteur Avenue
• Crawford Avenue, from Snelling Avenue to Simpson Street
• Hollywood Court, from Snelling Avenue Frontage Road to alleys
• Alley between Larpenteur Avenue and California Avenue, from Albert Street to
Hamline Avenue
• Alley between Larpenteur Avenue and Crawford Avenue, from Snelling Avenue to
Arona Street;
WHEREAS, the City Administrator has notified the Council that such proposed assessment has
been completed and filed in his office for public inspection,
NOW THEREFORE BE IT RESOLVED by the Council of the City of Falcon Heights,
Minnesota:
1. A hearing shall be held on the 9th day of October, 2013 in the City Hall at 7:00 p.m. to
pass upon such proposed assessment and at such time and place all persons owning
property affected by such improvement will be given an opportunity to be heard with
reference to such assessment.
2. The City Administrator is hereby directed to cause a notice of the hearing on the
proposed assessment to be published once in the official newspaper at least two weeks
prior to the hearing, and he shall state in the notice the total cost of the improvement. He
shall also cause mailed notice to be given to the owner of each parcel described in the
assessment roll not less than two weeks prior to the hearings.
3. The owner of any property so assessed may, at any time prior to certification of the
assessment to the County Auditor, pay the whole of the assessment on such property,
with interest accrued to the date of payment, to the City of Falcon Heights via the City
Administrator, except that no interest shall be charged if the entire assessment is paid
within 30 days from the adoption of the assessment. An owner may at any time
thereafter, pay to the County Auditor the entire amount of the assessment remaining
unpaid, with interest accrued to December 31 of the year in which such payment is made.
Such payment must be made before November 15 or interest will be charged through
December 31 of the succeeding year.

1) There are levy limits imposed by the Legislature for the 2014 Budget. Staff is
recommending that a special levy for the equipment certificates be approved
once again to pay the annual principal and interest payments that will be due
in the amount of $71,278. Also, Staff is recommending that a special levy be
approved for payment of the 2013 Street Improvement Project as well as
levying for a portion of a new fire truck in 2014.
2) The amount of LGA state aid was increased by the Legislature for budget
year 2014. LGA will increase from $310,126 to $503,707 (62%) in 2014.
3) Fiscal Disparity distribution dollars for 2014 increased by $42,009 over the
2013 level (23%). This results in a lower ad valorem property tax portion of
the levy.
4) The overall general fund expenditures are proposed to increase by $44,808 or
2%.
-The Police contract and Ramsey County Dispatch increased 3%
-Health insurance premiums are estimated to increase 12% due to being a
small group with additional health expenses in our group during 2013. None
of the insurance companies have provided new premium data at this time.
Rates are not available to the City until November.
5) There is an estimated 2% COLA increase for employees consistent with
increases in the CPI index.
6) The previous, annual budgeted transfer from the sanitary sewer fund to the
General Fund has been eliminated in this budget.

The Legislature instituted levy limits for 2014. The City’s levy limit for 2014 is
$1,084,007 plus special levies (debt/bonds/certificates are considered a special
levy).
2014 Preliminary Budget:

Total Preliminary Levy $1,083,850 (0% increase/flat levy)
*In 2012 and 2013, an independent consultant conducted a Fire Study/Analysis on
the Falcon Heights Fire Department. One of the recommendations was replacement
of the 20 year old ladder truck. The levy includes a special levy for a partial
payment towards a new ladder truck in 2014.
For every $10,000 change in the levy, the City taxes on a median value home would
change approximately $6.

Staff recommends that the Falcon Heights City Council approve the attached
Resolution 13-26 setting the Preliminary 2014 Tax Levy at $1,083,850. Further, staff
recommends that the Falcon Heights City Council set a budget hearing meeting for
December 11, 2013, at 7:00 pm in the City Council Chambers for the purpose of
receiving public comment on the 2014 General Fund Budget.

CERTIFICATION OF THE PRELIMINARY TAX LEVY FOR 2014
BE IT RESOLVED, that the City Council of Falcon Heights authorizes the City to
levy taxes in the amount of $1,083,850 for the year 2014, and
BE IT FURTHER RESOLVED that the County Auditor should extend the
preliminary tax levy in the amount of $1,083,850 for the year 2014.
