PRESENTATIONS: Beth Behnke, the new principal of Falcon Heights Elementary, introduced herself to the City Council. D. APPROVAL OF MINUTES: August 7, 2013 APPROVED E. PUBLIC HEARINGS: F. CONSENT AGENDA: Chuck Long Moved, Approval 4-0 1. General Disbursements through 8/23/2013: $630,567.38 Payroll through 8/15/2013: $17,517.40 2. Approval of City Licenses 3. Amend the Tax Levy Schedule for the $300,000 GO Equipment Certificates 4. Public Works Equipment Purchase 5. Appointment of Firefighters 6. Extension of the Cable Franchise Ordinance and Agreement 7. 2013 Pavement Improvement Project Payment #3 8. Establish Debt Service Fund G: POLICY ITEMS: 1. Massage License Application (tabled item from 7/24/13 meeting) Pam Harris Moved, Approval 4-0 -Assistant to the City Administrator Michelle Tesser presented the staff report to Council. -Council members commented positively on the applicant and her submitted materials. -Cherilynn Arndt, the applicant, addressed the Council and answered questions. 2. Fence Variance Recommendation Pam Harris Moved, Approval 4-0 -City Administrator Bart Fischer presented the staff report to Council and answered questions. -Judy McCleery, the applicant, presented information to Council and answered questions. 3. Extension of the Recycling Contract with Tennis Sanitation Chuck Long Moved, Approval 4-0 -Mayor Peter Lindstrom and City Administrator Bart Fischer presented the staff report and answered questions. -Willie Tennis of Tennis Sanitation addressed the Council and answered questions. H. INFORMATION/ANNOUNCEMENTS: Council Member Chuck Long -Provided an update on a meeting between the City and Falcon Heights Elementary on safety issues. Council Member Keith Gosline -Provided an update on NYFS activities. Mayor Peter Lindstrom -Provided an update on the One Voice Minnesota event sponsored by the Human Rights Commission. Council Member Chuck Long thanked the Commission and Michelle Tesser for their hard work on the event. City Administrator Bart Fischer -Reminded everyone that the Parks Commission meeting on September 9th will be held at 7pm at Grove Park as part of the Park Tour. -Announced the upcoming Falcon Heights/Lauderdale 5k Family Fun Run that will be held on September 21st at 8am at Community Park. -Mentioned the Neighborhood Cleanup event that will be held on September 21st from 8am-1pm on the State Fair Grounds.
