Chief Ohl also provided his annual report and answered questions of the Council. F. CONSENT AGENDA: 1. General Disbursements through 3/19/2015: $44,627.12 Payroll through 3/15/2015: $14,153.11 2. Appointment of City Administrator - Sack Thongvanh introduced himself and thanked Council for the opportunity. 3. Appointment of Interim City Administrator 4. Designate Signor for City Funds 5. Approval of Curtis Field preparation - Tim Pittman provided an update on this item to the Council and answered questions. - Celia Graham of 1546 Iowa Ave addressed the Council on concerns she has related to the changes to Curtiss Field. - Deb Wisswell of 1543 Iowa Ave addressed the Council on concerns she has related to the changes to Curtiss Field. Resolution Proclaiming National Service Day (Amendment) - Mayor Lindstrom introduced the item and Councilmembers commented on proclamation. Council Member Long Moved, Approved 5-0 H. INFORMATION/ANNOUNCEMENTS: Mayor Lindstrom: - Announced City Administrator Fischer was leaving his position for an opportunity in Oakdale and thanked Mr. Fischer for his service. Council Member Harris: - Provided an update on the recent Planning Commission. - Announced she was appointed to a Met Council Committee on land use. Council Member Long: - Congratulated the Future Problem Solvers Team at Falcon Heights Elementary for their recent success at the state competition. Council Member Brown Thunder: - Provided an update on recent NYFS activities. - Announced the Scholarships being made available by the Lion’s Club. Administrator Fischer: - Thanked Council, staff and the community for the opportunity to be the City Administrator the past 3 years. Item Designated Signor for city funds, investments, and transfers by Newly Appointed City Administrator/City Clerk. Description In accordance with Minnesota Statute 412.271 the Mayor and City Clerk are required to be the designated signors for any orders drawn on the city’s funds. The signors currently are Mayor Peter Lindstrom and Interim/Acting City Administrator/City Clerk Timothy Pittman. Timothy Pittman’s last official day as Interim/Acting City Administrator and City Clerk will be the beginning of business on April 27, 2015. Timothy Pittman’s authority to be a designated signor on the city’s funds needs to be rescinded as of the beginning of business on April 27, 2015. The newly appointed City Administrator and City Clerk will be Sack Thongvanh. The city council needs to authorize Sack Thongvanh to be a designated signor, effective the beginning of business April 27, 2015, for orders drawn on city funds and also be authorized to deposit general and other funds and handle investments and transfers of funds for the City of Falcon Heights for the period of time that he is appointed in these positions. Item Charitable/Lawful Gambling License for L’Etoile du Nord French Immersion PTO Description L’Etoile du Nord French Immersion PTO has submitted a Charitable/Lawful License Application and Charitable/Lawful Gambling License (Exemption). The PTO requests that the council approve this application immediately so they can begin selling raffle tickets for the May 16, 2015 event. If Council chooses to approve the charitable gambling application, the City would NOT need to sign the LG220 Application Form completed by the applicant and forward it to the Minnesota Gambling Control Board for review and final approval because the total value of the raffle is under $1,500. SAPD has reported ‘no negative contacts’ with the group and gives recommendation for approval. Item Acceptance of KaBOOM Grant Award Description In January of 2014 City of Falcon Heights staff applied for a grant with the University of Minnesota’s Good Neighbor Fund for playground equipment. Through that application process, the Good Neighbor Fund redirected the application through the national non-profit KaBOOM and its local funding partners: Minnesota Vikings and The Toro Company. The grant was officially awarded April 2, 2015. As a part of the agreement, the city will match funds totaling $8,500. Budget Impact $8,500 matching funds from Parks Dedication Fund Attachment(s) N/A Action(s) Requested Staff recommends that the Falcon Heights City Council accept the grant award totaling approximately $85,000, and pay matching funds of $8,500.
