HomeMy WebLinkAboutResolution 17-13 Relating to MnDOT Project Trunk Hwy 51-Snelling AveCITY OF FALCON HEIGHTS COUNCIL RESOLUTION May 5, 2017 No. 17-13 ------------------------------------------------------- --------------------- RESOLUTION RELATING TO MINNESOTA DEPARTMENT OF TRANSPORTATION (MnDOT) PROJECT TRUNK HIGHWAY 51/SNELLING AVE WHEREAS, the Minnesota Department of Transportation (MnDOT) proposed a concrete rehabilitation project to provide a smoother roadway surface, extend service life of roadway, safety improvements, and improve pedestrian safety by bring sidewalks and ramps into compliance with ADA rules; and WHEREAS, the Minnesota Department of Transportation (MnDOT) proposed a concreate rehabilitation project that included proposed changes as follow: 1. Median changes at Garden Ave, Crawford Ave, and Larpenteur Ave 2. Adding a right tum lane on eastbound Larpenteur Ave. 3. Adding a 2"d left tum lane on northbound Snelling Ave. 4. Adding a 2°d left tum lane on southbound Snelling Ave 5. Adding a sidewalk between Hoyt Ave and Larpenteur Ave. WHEREAS, the City Council is especially concerned with the ability of residents west of Snelling Avenue who currently use Garden Avenue to travel north being able to travel efficiently and the ability of many nearby residents to cross Snelling Avenue at Larpenteur Avenue as pedestrians given the added crossing lane that would need to be crossed and the proposed removal of the median island push buttons that would directly affect many nearby elderly residents; and WHEREAS, the City Council understand that elements of the project were developed to improve safety and mobility for our residents, region, local contact and pedestrian safety were not discussed with us until the project was already defined for construction. The City Council does agrees with adding sidewalk (#5) from Hoyt Avenue to Larpenteur Ave and adding a right turn lane (#2) eastbound Larpenteur Avenue to south Snelling Ave, but the City Council requests that work on the medians of Crawford/Snelling and Garden/Snelling and the additional left turns lanes be removed from this summer's project so the early coordination that did not yet happen can occur; and WHEREAS, the additional time would allow MnDOT, the City and our residents the time to engage in the meaningful public participation that did not occur before the decisions on this project were already made, and to properly evaluate and develop a solution that would be both beneficial to MnDOT and the residents of the City; and NOW THEREFORE BE IT RESOLVED by the City Council of the City of Falcon Heights, Minnesota request that the following be removed from the project: A. Median work at Crawford/Snelling, Garden/Snelling, and Larpenteur/Snelling. B.
